Attitudes of Ukrainians towards the idea of multiple citizenship: challenges and opportunities for Volodymyr Zelenskyy


The nationwide survey was conducted by the Ilko Kucheriv Democratic Initiatives Foundation jointly with the Kyiv International Institute of Sociology at the request of the Institute for Central European Strategy as part of the special project Re:Open Zakarpattia.

The survey was conducted from 22 October to 12 November 2021 via CATI method (computer-assisted telephone interviews) based on a random sample of mobile phone numbers in all regions of Ukraine, except for territories that are temporarily not controlled by the Ukrainian authorities – Crimea and certain areas of the Donetsk and Luhansk regions. Respondents aged 18 years and older were interviewed. Some 2,003 questionnaires were collected during the field stage.

48% of Ukrainians are against the idea of introducing dual/multiple citizenship in Ukraine. At the same time, 24% support the possibility of introducing dual (multiple) citizenship for all countries without exception.
