The Ukrainian Think Tanks Liaison Office in Brussels has been ranked as one of the best think tank networks in the world (81st place), according to the University of Pennsylvania Global Go To Think Tank Index Report for 2017.
This Discussion Paper has been prepared following the request of the European Parliament’s Delegation to the EU-Ukraine Parliamentary Association Committee to the Ukrainian Think Tanks Liaison Office in Brussels (the Office) to present the views of the Ukrainian think tanks and academic community on the future of EU-Ukraine relations.

Ukrainian Think Tanks Liaision Office has become a member of an informal association of Brussels-based non-profit Research and Development Liaison Offices (IGLO).
The publication developed by the Ukrainian Think Tanks Liaison Office in Brussels with support of the European and Ukrainian offices of the Konrad Adenauer Stiftung is now now available. It provides practical recommendations to think tanks for them to work with partners, donors and stakeholders more effectively and aims at facilitating cooperation between think tanks in Ukraine and the EU.
The Brussels UkraineLab 2017: Fair of project ideas in Support of Reforms in Ukraine took place on the 22nd February 2017. 19 leading Ukrainian think tanks presented Ukraine in many dimensions such as economic development, state building reforms and foreign policy, and shared their expertise with the audience, composed of nearly 100 representatives from the EU and Ukrainian Governmental Institutions, Think Tanks, Business Associations, Consultancies, Academia, Foundations and Media.
On 3 January 2017, an article by Chairman of the Board of the International Centre for Policy Studies (hereafter “ICPS”), Vasyl Filipchuk, entitled “A bargaining chip or battlefield: what will happen to Ukraine in 2017. Nine steps to resolve the conflict with Russia” appeared in the Internet publication “Apostrophe”, which belongs to ICPS.
ICPS is a member of the Ukrainian think tanks liaison office in Brussels (hereafter “the Office”), an organization which has been established, in particular, to promote European integration of Ukraine.

The Ukrainian Think Tanks Liaison Office in Brussels together with the Reanimation Package of Reforms and other civil society organizations of Ukraine addressed the European Parliament, the President and the members of the European Council with the appeal to approve as soon as possible the suspension mechanism for third countries’ visa liberalization in order to pave the way for lifting visas for Ukrainians.
Populism gives way to intelligence, slogans and declarations are substituted by facts from research, and promises are counter-balanced by well-thought decisions. A modern state requires just this kind of a development scenario. And thinks tanks can help to implement this scenario.
