On the 27 February, Centre for Political and Legal Reforms (CPLR) held a press conference: “Corruption under the microscope,” during which the results of anti-corruption study of legislation were presented.

Over the past four months, experts of CPLR analysed 63 legislative bills and laws. System corrupt factors were found in 53 of them (84% of the analyzed documents). 9 current laws were analyzed and all were found to contain corrupt factors.

According to the research director of the Center for Political and Legal Reforms, Mykola Havronyuk, “people who gain power make laws for themselves.” “Members of the Parliament draw the laws they need for emptying state budget. Those lower in rank, write governmental regulations, orders of ministries and of other central bodies of executive power. ”
