Implementation of the Paris Summit agreements: expectations and reaction of Ukrainians


On 7 December 2020, the School for Policy Analysis of the Kyiv-Mohyla Academy and the Ilko Kucheriv Democratic Initiatives Foundation presented an analytical note «Implementation of the Paris Summit agreements: expectations and reactions of Ukrainians».

The note analyses the results of public opinion polls conducted from September 2019 to November 2020, assesses the success of the Ukrainian government and suggests options for the Ukrainian authorities and Ukraine’s foreign partners that will promote the unity of Ukrainian society and broader the support for the de-occupation of Donbas.

Main conclusions and suggestions

  • The majority of Ukrainian citizens are aware of the humanitarian importance of opening additional checkpoints and support such steps of the government. Under conditions of spreading of coronavirus, the opening of new checkpoints and the work of existing ones should be accompanied by appropriate epidemiological control measures and the provision of medical care to residents of the uncontrolled areas who are crossing the demarcation line.
  • Russia’s actions aimed at disrupting the work of the checkpoints and accusing Ukraine of «abandoning» people in the temporarily occupied territories will be the main risk in the checkpoint issue.
