20.02.2015, OPORA. Statement “On the risks of the electoral reform inaction by the coalition”


Civil society organizations call for a coalition of the Verkhovna Rada of Ukraine to fulfil commitments made in November 2014. In the coalition agreement, parties promised to adopt legislation on elections in the first quarter of 2015, and the reform of the law on local elections – the first half of 2015.

As noted in the Statement, any steps in this direction have not been made so far. Chairman of the Verkhovna Rada of Ukraine, Volodymyr Groysman, after meeting with the President of the Venice Commission, Gianni Buquicchio, gave instructions to establish a working group on reform of the electoral law, which was never carried out.

The reform of the electoral law does not require significant investments, however, its implementation is an essential prerequisite for obtaining external macroeconomic assistance, including that of the European Union, the organizations said in a statement. Furthermore, the inaction of the Parliament makes one wonder about the political will. This increases the risk that the next parliamentary and local elections once again will be accompanied by bribery, abuse of administrative resources and other disorders.
