19.03.2015. Roundtable “A real election reform”, OPORA, UCIPR, Internews – Ukraine

During the roundtable, experts presented the concept of the new Law “On Elections of members of the Parliament of Ukraine” and local elections. Together with members of local councils, representatives of political parties and public organizations they discussed current legislative novelties for the preparation and conduct of elections in accordance with international democratic standards.
Current coalition agreement foresees that, in the first quarter of 2015, a proportional electoral system with open lists for the election of the Ukrainian Parliament and by the end of July a significant change in the law on local elections will be introduced (in particular, introduction of proportional electoral system with open lists in local elections of city and regional councils and elections of mayors of major cities in two rounds on the principle of absolute majority). However, for the first 100 days of the new Parliament no significant steps were made towards electoral reform. That’s why experts prepared concept of the new Law “On Elections of members of the Parliament of Ukraine” and the Law “On Elections of Deputies of the Autonomous Republic of Crimea, local councils and village, town and city mayors” based on international democratic standards and practices.
