Ukraine has made an important step in implementing the 2019 EITI Standard
Olha Polunina, Manager for Sustainable Development at DiXi Group, and Serhii Yevtushok, Junior Analyst at DiXi Group, analysed the situation with implementation of the 2019 EITI Standard in Ukraine.
On July 15, the Verkhovna Rada adopted the Bill № 3790 dated 03.07.2020 “On Amendments to Certain Legislative Acts of Ukraine Concerning Ensuring Transparency in Extractive Industries”, designed to implement the new requirements of the 2019 EITI Standard.
The most key amendment to the Law of Ukraine “On Ensuring Transparency in Extractive Industries” is the full disclosure of all contracts (including annexes and supplements) between mining companies and the government. And although the Ministry of Energy has already published some information on the PSAs concluded in December 2020, according to DiXi Group experts, this information is not enough even to meet the requirements of the current Law, not to mention the new requirements of the EITI Standard. The information published by the Ministry is unsystematic, the work program, social obligations, and the procedure for making payments are not fully covered, there are links to closed applications, etc.
