Weekly analytics for 6 – 12 July 2021


The Centre of Policy and Legal Reform has prepared its weekly expert analysis of the most important processes in Ukraine in areas of constitutionalism, political parties and elections, governance and public administration reform, judiciary, combatting corruption, criminal justice, etc.  

Parliament will consider draft laws to reset the judiciary.

Parliament is scheduled to consider key draft laws for judicial reform on July 13: №3711-d – on restarting the competition to the High Qualifications Commission of Judges of Ukraine (HQCJ), which was returned by the President with proposals for reconsideration, and №5068 – on cleansing the High Council of Justice (HCJ).

CPLR assessment

1. On June 29, the Verkhovna Rada adopted the draft law №3711-d and submitted it to the President for signature. The text of the law contained a contradiction between the amendments to the decision-making procedure of the first composition of the Competition Commission, due to which the deputies predicted that the President would veto the draft law.
