Analysis, Who pays for public broadcasting? European experience


The analytical team of public awareness Campaign “Stronger Together”, Centre UA, analysed experience of European countries regarding sources of funding of public television.

As stated in the article, the main condition for the functioning of the public broadcaster – its absolute independence from government and influential business groups.

There is a stereotype that a public broadcaster is financed only with the contributions from citizens. This supposedly derives from the term “public”. In practice, such media exists thanks to multiple sources of funding.

Most European countries finance public media through collections from the viewers and advertising. The second highest prevalence scheme “state budget and advertising” – the third “fees from the viewers + advertising + direct budget support.”

“Clean” scheme (only by collecting money from the viewers or only from the state budget) is the least common.
